历史信息介绍Introduction to R&D History：
东风8B型电力传动内燃机车，是由戚墅堰机车厂于1997年制成的大功率干线货运内燃机车，该机车装配了16V280JZA型内燃机。起因和前一型东风8型内燃机车的介绍一样，并根据1993年颁布的《铁路主要技术政策》和1995年的 铁路科学技术发展计划 等，在1995年与戚墅堰机车厂签订了研制 东风8A 型5000马力，轴重25或23吨的内燃机车，并要求尽快研制以弥补此前各种因造不如买带来的失败所造成的铁路运力缺失。1996年前后，戚墅堰机车厂将小批量生产的5000马力东风8型机车和正在研制的25吨轴重东风8A型机车相结合，并于1997年1月通过了铁道部等技术部门的审查；3月，铁道部将这一型机车定型为 东风8B型内燃机车；6月，首台样车制造完成。

Around 1996, Qishuyan Locomotive Factory combined the small-scale production of 5000 horsepower Dongfeng 8 locomotives with the under development 25 ton axle load Dongfeng 8A locomotives, and passed the review of technical departments such as the Ministry of Railways in January 1997; In March, the Ministry of Railways finalized this type of locomotive as the Dongfeng 8B diesel locomotive; In June, the first prototype vehicle was manufactured and completed.
