Sleeping Officer Follower Fix
Fixes an oversight with the amount of sailors available for officers, if an officer is forced to sleep.
This removes the sailors working under an officer who is ordered to rest, freeing them for other duties as the should be per the duty roster. It also returns them based on the scheduled sailors for that officer when that forced rest is stopped.
