Expanded Policies
Hey there, Imperator players! After countless hours of frustration watching my governors make utterly baffling policy choices, I finally decided to do something about it.
This mod grew out of my personal annoyance with the vanilla provincial policy system. I wanted governors who actually behave like their character sheets suggest they would. I mean, why would my zealous governor NOT prioritize religious conversion? Why is my corrupt official ignoring perfectly good opportunities for "taxation"?
Simply put, this mod makes provincial governance feel more alive and believable:
- Governors now choose policies that match their personality traits
- Provinces with valuable resources receive appropriate policies (no more bleeding iron provinces dry!)
- Neighboring provinces affect each other – creating regional policy networks
- Border provinces are treated differently than heartland regions
- AI considers both immediate needs and long-term goals
I’ve spent some time balancing to feel natural without being overpowered. Your greedy governor will still try to squeeze wealth from provinces, but he’ll be smart enough to avoid destroying valuable trade good production.
Now your officials’ traits actually matter for governance:
- Cruel governors? Expect harsh treatment policies when loyalty drops
- Intelligent characters naturally gravitate toward civilization efforts
- Military-minded leaders strengthen borders and develop strategic resources
- Corrupt officials… well, they’ll do what corrupt officials do best
This means every character appointment becomes a meaningful choice with real governance implications!

- Doesn’t touch any other files, so compatible with most overhauls
- Load as the least in your mod order for best results
