SITUATION
Intelligence gathered via ISR assets and HUMINT has confirmed the presence of a major illegal cannabis cultivation and trafficking operation within the [Codename: “Valley Green”] region. This operation is being run by a violent insurgent cell with established control over the local area and ties to regional criminal activity.
The cultivation site is fortified and actively guarded. Intel suggests at least one high-value target (HVT) is on-site overseeing operations. The area also contains civilian populations, including possible forced labor, who may be unwilling participants in the drug operation.
