Restricted Tributary War

Small mod that restricts the tributary war CB to rulers with certain government types.

Also enables the ‘Demand Tributary’ interaction for rulers with access to the CB.

By default only the following government types have access to the CB and interaction:

* Tribal
* Nomadic

Other playable government types can be added via game rules.

The following rules can be used to enable the CB and interaction for rulers with playable governments.

* Restricted (default)
* Allowed

* Restricted (default)
* Allowed

* Restricted (default)
* Allowed

Overwrites the `can_have_tributaries_trigger` and `can_get_tributaries_peacefully_trigger` triggers.

I do not own the `Khans of the Steppes` DLC however I’m reasonably confident this mod will work as intended.
