Description:

This mod improves the tax system of Shogun 2 by locking tax rates for 2 turns after a change is made. This prevents the "optimal" cheese strat of pulsing tax rates between normal and very high every other turn to prevent rebellions– since these only have a chance of happening after more than one turn of low public order. The locking now also means that you have to think ahead about possible threats to your public order, making for more engaging gameplay.

In addition, ‘minimal’ and ‘low’ tax rates now give +8 and +5 to town wealth growth per turn (up from +2 and 0). This makes the tradeoff between short-term expansion and long-term economic growth more interesting.

Works for all three campaigns. Compatibility with other mods depends on whether they make changes to ‘scripts.lua’ and ‘episodicscripting.lua’– but adding the locking functionality of this mod is easy (see readme in .pack file).

Detailed changes:
– Increased fixed growth rates per tax rate from (+2, 0, -2, -8, -15) to (+8,+5, -2, -8, -15).
– Taxes are locked for two full turns after a change to the tax rate. This includes when (un)setting all owned regions to be exempt. Subsets of regions can still be (un)exempted without locking the tax rate.
– Removed the option for auto-managing taxes.
