Grant a Explorer whilst establish Capital city and discover a new contient in Capital city. Grant a Prospector/Grazier/Fisher whilst build a Industry Zone/Commercial Hub/Harbor respectively.
Leader Ability — Citadel of Civilization
Can train Unique unit of allies. Permanently gains additional Economic policy slots equal to the highest active Alliance level with Ally not at war with major civilizations, and additional Military policy slots equal to the highest active Alliance level with Ally at war with major civilizations. All cities +5% Production per alliance.
Unique Unit — Explorer
Unique civilian unit of Australia. Has high movement and sight. Ingore movement and sight penalty from Terrain and Feature. Can scale Cliff walls. Cannot be trained or purchased. Can act a Prospector, Grazier or Fisher action to grant a Prospector, Grazier or Fisher in every city.
Unique Unit — Prospector
Unique civilian unit of Australia. Can build Mines and Quarries, remove feature and harvest resources. Improvements built by Prospector receive +1 Production.
Unique Unit — Grazier
Unique civilian unit of Australia. Can build Pastures, Camps and Outback Stations, remove feature and harvest resources. Improvements built by Grazier receive +1 Food.
Unique Unit — Fisher
Unique civilian unit of Australia. Can scale Cliff walls. Can build Fishing Boats and Fisheries, remove feature and harvest resources. Improvements built by Fisher receive +1 Production.
It should be incompatible with the multiplayer game mode.
