so I lower the base manpower / tax / land force limit / naval force limit
而且针对ai加了50%种地花费
and increase the development cost by 50% only on ai
这个mod对小国很不友好
it may be quite difficult to play as small countries
可能会让游戏更流畅
maybe it makes the game faster

基础人力(base manpower)：10k→4k
基础税收(base tax)：12→8
基础陆军上限(base land force limit)：6→2
基础海军上限(base naval force limit)：12→4
