I always found the low population limit one of the most restrictive elements of the game. With this mod you should find the population limit far more satisfactory.

Tech 1 Population Limit = 400 Supply
Tech 2 Population Limit = 800 Supply
Tech 3 Population Limit = 1200 Supply
