Remove Minor Faction Battle AI Nerfs

In the vanilla game, minor factions have different, weaker parameters for their battle AI. This mod just copies over the major faction values so that they use the same Battle AI. This ONLY affects Battle ai decision making. It doesn’t change anything like damage done or upkeep.
Fiftytifty used to have a mod that does the same thing which is what made me aware of the battle ai file. However, since it is literally just copying the contents of the major file into the minor file, I feel it is simple enough that I did not need to ask permission.
