No, there is no reason to get worked up about this.
I don’t see why there should be any issues with having non-sexualized topless female zombies in the Workshop; especially when the male version of said zombie is also topless and both versions use exactly the same texture and only slightly different torso proportions.
There is really nothing more to it.
