Simplified Funding Modifiers
Rework of the decisions and modifiers from The Funding Mod to clean up the modifiers window. Now only 1 modifier will appear for each effect, with the cumulative effect of all previous modifiers, rather than each decision adding a new modifier and cluttering the UI.
