Specialized Minor City for FOTE+EP
CHANGES
• Added proper garrison for each building.
• Forts now can be build as an upgrade from lvl2 town instead of lvl1.
• Forts now available for barbarian & eastern/dessert faction.
• Forts now provides more bonuses, reduced construcion time, increase build cost and upkeep.
• Lvl 4 Fort should be much or less equal to Lvl 3 city in garrison.

Known issue : desert faction doesn’t have bastion onager due to attila bug
