Optional Colonial Nations Everywhere
Disables normal colonial nation creation. You can use a decision to create a colonial nation in any trade company region or colonial region that is not in Europe and is overseas that you have 5 or more provinces in.
This even works in areas you cannot normally spawn colonies in, as long as it is overseas, however the AI will only create colonies in vanilla areas plus South Africa.
Probably won’t work with anything that modifies the map, but it does seem to work with mods that don’t.
