This Mod is a complete AI Overhaul, (much bigger than the other AI tweaks here) and makes the AI more "clever" and more aggressive on Campaign map.
(For battlefield AI look up my "Better Battle AI" mods for Vanilla and Radious)
Compatible with all the DLC.

Changes were made to the AI Diplomacy, the AI Personality, the AI Task Managements, Cultural Relations and Religious relations, Buildings, Army Rosters, AI Army Recruitment System and much more!
For example:
– It declares much more often War on nearby factions.
– It also colonizes very fast razed territories.
– It settles down more early
– AI does a lot of diplomacy each turn
– Negotation Amounts of the AI each Turn
– more aggressive on Campaign Map
– better Strategic Decisions based on Attacked/Defender Ratio
– tweaked Attila Hordes Army Compilations and Numbers
– Improved AI growth
– spend more Money
– spend its Money more for Armies and Buildings
– build better Armies
– more aggressive on the Campaign Map (Attacking, Defending. Retreating)
– act better regarding Sallyout while Sieges
– build better economic
– Culture Occupation Options
– Minimum Unit Strength
– Zone of Control
– Minor Faction Income
– AI General Loss Morale
– Base Loot/Sack Income
– no Limits in Governors
– tweaked AI Building Priorities to build much more Economic+Food+Public Order
– tweaked AI Building Dismantle Priority
Additional Tweaks had to be made, because the AI just cant use many Features effectively, unlike the Player:
– Difficulty Tweaks for AI:
Recruitment-Costs, Growth, Building Costs, Public Order, Agent Recruitment/Action Costs, additional Chevrons for new Recruits, Food Surplus, Sanitation Plus, Recruitment Slots
Also there are Changes d to Siege items (1 Turn Siege-equiment @ Tier 1, so AI doesn’t endless Siege), to fully output the AI’s Potential.
Artillery capture change to 33% – helps especially the AI.

Removed Imperium gain from Technologies and Buildings:
Prestige System from Rome 2 and Warhammer:
– You now gain Imperium level from owning Regions ( 3 regions = First Imperium Level and so on)
– You also lose Imperium Level by losing Regions
– Hordes gain also Prestige from Armies (more is only gained from Vasall/Puppets States-Regions)
– Prestige Points equal from Vassal Regions
Region Number can differ, because Capitals give double Prestige:
1-2 regions = Empire Level 1 = 1 Champion/Spy, 1 Priests, 2 Armies, 1 Fleets, 3 Recruitment Slots
3-4 regions = Empire Level 2 = 1 Champion/Spy, 1 Priests, 2 Armies, 2 Fleets, 3 Recruitment Slots
9-12 regions = Empire Level 3 = 2 Champion/Spy, 2 Priests, 4 Armies, 4 Fleets, 5 Recruitment Slots
18-24 regions = Empire Level 4 = 2 Champion/Spy, 3 Priests, 7 Armies, 7 Fleets, 6 Recruitment Slots
30-40 regions = Empire Level 5 = 3 Champion/Spy, 4 Priests, 10 Armies, 10 Fleets, 7 Recruitment Slots
45-60 regions = Empire Level 6 = 3 Champion/Spy, 5 Priests, 15 Armies, 15 Fleets, 8 Recruitment Slots
63-84 regions = Empire Level 7 = 4 Champion/Spy, 6 Priests, 21 Armies, 20 Fleets, 9 Recruitment Slots
84-112 regions = Empire Level 7/8 = 4 Champion/Spy, 7 Priests, 25 Armies, 20 Fleets, 9 Recruitment Slots
For Last Roman its the Same.
For Charlemagne its max 50-75 Regions and 65 % of Armies and Fleets.
Hordes gain Prestige by recruiting additional Hordes:
1 Horde = Empire Level 2 = 1 Champion/Spy, 1 Priests, 2 Hordes max, 2 Recruitment Slots
2-3 Hordes = Empire Level 3 = 2 Champion/Spy, 2 Priests, 4 Hordes max, 3 Recruitment Slots
4-6 Hordes = Empire Level 4 = 2 Champion/Spy, 3 Priests, 7 Hordes max, 4 Recruitment Slots
7-9 Hordes = Empire Level 5 = 3 Champion/Spy, 4 Priests, 10 Hordes max, 5 Recruitment Slots
10-13 Hordes = Empire Level 6 = 3 Champion/Spy, 5 Priests, 15 Hordes max, 6 Recruitment Slots
14-18 Hordes = Empire Level 7 = 4 Champion/Spy, 6 Priests, 21 Hordes max, 7 Recruitment Slots
19-21 Hordes = Empire Level 7/8 = 4 Champion/Spy, 7 Priests, 25 Hordes max, 7 Recruitment Slots
Upkeep Costs range from -10% on LvL 1 to -40 % on LvL 7 for AI.
Recruitment Costs range from -80 % on LvL to +0% on LvL 7 for AI.
Player will have to gain Empire Level to reduce its Upkeep from +25 % onto normal Levels.
Player Recruitment Costs will be higher on higher Empire Levels up to +80%.
WRE, ERE and Sassanids AI will field many Armies.
Base Income for Major and minor Factions slightly reduced.
Together these Changes will lead to strong big Factions like the Romans and less stronger smaller Barbarian Factions, as its a Problem for the AI to keep the Romans alive, since Release.
You will fear big AI Empires.

Yes, it is savegame compatible, but some Changes, like Imperium Level and Technologies, will only make Sense in a new Campaign!
Put it in load Order before other Mods.
