Adds support for the ChS4 (Skoda 52E) Ukrainian modernization to the VPC system.

• ChS4-193 (from 2003)
• ChS4-144 (from 2003)
• ChS4-119 (from 2020)

• Braking positions: 3
• Speed: 160 km/h

• This add-on requires the Vehicle Power Control core mod.
• This add-on requires the ChS4 (Skoda 52E) Ukrainian modernization mod.
