This mod lowers the needed fervor for completing the Integrating the Brazilian Nation journal entry.
From 75 → 65.
I think killing off your population in a war to rise fervor is not reasonable.
If you want to edit the value yourself open the txt file in notepad and edit the line:

cu:brazilian.culture_current_fervor >= 65
