Change Government (Cheat)

Adds single new decision called Transform Government which enables you to change your government type. This is the cheat version of the original mod, thus the current available possibilities are every playable government type in the game:
- Tribal
- Feudal
- Clan
- Administrative
- Nomadic
- Meritocratic
- Meritocratic Khanate
- Celestial
- Ritsuryō
- Sōryō
- Mandala
- Wanua
You can switch between any of these at will. Both the gold and prestige costs are simply the same number as your realm size. There is a 1-month cooldown, and every vassal and below of the same type will have their governments changed as well.
You will need the relevant DLCs in order to access the decisions to change to and from any government that requires it, but it is not necessary for the vanilla decisions.

Please be EXCEPTIONALLY aware this mod is entirely unbalanced and does not account for unique dynamics, such as reimbursing you for estates when you switch away from any Administrative-adjacent governments.
