Adds the Philippines as a playable nation with custom flag, city + town namelists, and a splinter faction named after General Bonifacio’s Tagalog Republic, "Katagalugan"
As I don’t live in the Philippines myself, I decided on city vs town names based on Google Maps (tried to get city + town names from not only NCR but Luzon, the Visayas, Mindanao, etc) and on the Philippines cities list on Wikipedia: https://en.wikipedia.org/wiki/List_of_cities_in_the_Philippines#List
