True Meritocratic Rule
Are you disappointed with the watered-down version of Meritocratic Rule in EUV? They actually copied the name and description of the government reform from the previous game onto a policy for the Foundation of the Republic law. However, the description doesn’t quite match its effect anymore. The aim of this mod is to bring the EUIV government reform into EUV in a way that is more faithful to the original (and the actual in-game description).
This mod has three major features:
1. A new government reform: Meritocratic Rule. It can be used by any Republic that has researched the Meritocracy advance. This reform is inspired by the reform of the same name from EUIV, and is mutually exclusive with the Plutocratic Ethos reform.
2. The "Hire Courtier" button now has a chance to produce female characters for any country with the Gender Equality tag. The base chance for a female courtier is 25%, with an additional 10% in nations which also allow female rulers.
3. The Meritocratic Rule law from the base game has been renamed "Empower the Burghers" to be more in line with its actual effect.
