📜 Description

Adds a tiered set of buildings—the Miners’, Fishermen’s, and Amber Guilds.
Tier 1 structures, available in towns, reduce the RGO penalty, while higher-tier versions (Tiers 2–3) significantly improve overall RGO extraction efficiency.

Tier 1 buildings can be constructed in both towns and cities.

The "Miners’ Association" can be built under the following conditions:
• The location produces Mining RGO (Iron, Copper, Tin, Coal, Lead, Gold, Silver, Gems, Saltpeter, Alum, Mercury, Stone, and Marble).
• The location produces Amber and is not a port.
• The location produces Salt and is not a port.

The "Fishermen’s Association" can be built under the following conditions:
• The location produces Fish and is a port.

The "Amber Gatherer’s Union" can be built under the following conditions:
• The location produces Amber and is a port.

Tier 2 buildings ("Mineral Office", "Maritime Fishery Guildhall", and "Amber Guildhall") can only be constructed in cities where a Tier 1 building has already been built.

Tier 3 buildings ("Chief Mining Authority", "National Fisheries Board", and "National Amber Authority") can only be constructed in cities that already have a Tier 2 building and are designated as a market center.
If the city ceases to be a market center, these buildings are automatically destroyed.
