Provides 0%–200% bonuses to research, prestige, cabinet, population promotion speed, cultural tradition, cultural influence, and production and trade efficiency, scaled according to the number of literate people in the country
Literate population = Total domestic population × Average literacy rate, with the bonus diminishing marginally with the population scale—when the literate population exceeds 250k, for every doubling, an additional approximately 25% bonus can be gained.
