Capital University gives flat research bonus
Makes the university building give a flat research bonus of 0.05, similar to some of the unique buildings that some nations like England can unlock.
Made the mod because there frankly are way too few ways to impact research (especially the flat research) in the game. Also helps out the balance of the game, in the sense that nations that start with a university, or nations in Europe that unlock universities earlier than the rest of the world, get a slight advantage on researching.
