Overview
Removes the standard constraint that blocks new war declarations when any active rebellion reaches 95% progress. Declaring war is now possible regardless of internal unrest.
Compatibility:
- Should be compatible with most other mods as it only change a define value.
- Works with saved games.
- NOT IRONMAN COMPATIBLE.
