The Phantom of the Okhotsk
"The Phantom of the Okhotsk” is the Soviet scenario part of the "Battle Over Hokkaido" scenario.
The game consists of seven missions in which players take command of the Soviet Navy’s Pacific Fleet and are tasked with defending the Sea of Okhotsk against enemy threats.

The player assumes the role of the captain of “K-64”, a state-of-the-art submarine of the 25th Submarine Division, Soviet Navy Pacific Fleet. Your mission: to defend the Sea of Okhotsk against enemy incursion.
This scenario requires “Anchor Chain” and “SeaLifter”.

This scenario was created as a companion piece to my previous work, Battle Over Hokkaido.
The broader historical context is inspired by World War III (1998), a German TV production by ZDF.
To fully appreciate the narrative and strategic context, it is highly recommended that you play Battle Over Hokkaido first.
As with the previous scenario, certain unit deployments are randomized, meaning mission difficulty may vary significantly depending on how events unfold. In fact, this scenario may be just as, or even more, challenging than its predecessor.
You’ll need to make the most of your limited resources, plan carefully, and execute each operation with precision to succeed while minimizing losses.
Some missions may be difficult to complete on the first or even second try—please don’t be discouraged.
Adapt your strategy, and persist to the very end.
Conduct anti-surface and anti-submarine warfare training exercises with friendly forces using newly commissioned submarines, including the state-of-the-art K-64.
The Krill Inter-Island Acoustic Surveillance System detects signs of an enemy submarine infiltrating the fortress area.
Night training is abruptly canceled, and you are dispatched to the area to respond to the threat.
An initial invasion operation ends in failure after underestimating the capabilities of Japanese and American forces, leading to severe losses across the fleet.
Despite the damage, K-64 plays a key role in stabilizing the situation.
Following the failed operation, contingency plans are put into motion as a form of strategic insurance.
K-64 is assigned to escort a cargo of critical military importance.
In the wake of a catastrophic failure during the second phase of the invasion, Soviet forces—including K-64—demonstrate the concept of a mobile fortress in the Sea of Okhotsk to protect the remaining fleet.
Nearly two hours have passed without the expected operational orders arriving.
In the silence, K-64 detects a strange signal and moves to investigate an unfolding mystery.
Just as stability appears within reach, chaos erupts once more in the Sea of Okhotsk.
A bold and final decision is required to safeguard the fortress’s future.
As a bonus mission, you’ll take on the Soviet perspective of “Piano Sonata No. 14,” the final operation featured in Battle Over Hokkaido.
Assume the role of the commander of the 3rd Missile Ship Division, Soviet Pacific Fleet, and lead a surface fleet in a renewed push—the third landing operation on Hokkaido.
Failure is not an option.
Seapower appears to load all objects at once, which can lead to significant coordinate shifts if too many are present.
To mitigate this, some objects have been reduced or omitted in this scenario.
If the mission begins with noticeably distorted coordinates, restarting Seapower may resolve the issue—though it may take several attempts.
The Sea of Okhotsk, as depicted in this scenario, is one of the world’s most strategically vital submarine theaters.
During the winter months from December to February, much of the Sea of Okhotsk—especially along the eastern coast of Sakhalin and the shores of Hokkaido from Wakkanai to Kushiro—is covered in drift ice.
While most of the Pacific Fleet’s surface vessels are based on the Sea of Japan side—in ports like Sovietskaya Gavan and Vladivostok (both frequently referenced in this scenario)—they are limited in their reach when it comes to remote areas such as the Kamchatka Peninsula, the Kuril Islands, and the Sea of Okhotsk itself.
In contrast, nuclear-powered submarines, with their long endurance and stealth capabilities, are perfectly suited to such environments.
The immense logistical and operational effort required to maintain submarine presence in this region underscores its strategic significance.
Terms like “fortress” or “sanctuary” may not fully capture the weight of its importance.
In Battle Over Hokkaido, the large scale of the conflict made it difficult to focus on submarine operations.
With this scenario, I hope to offer a meaningful companion piece that highlights these often-unseen elements of warfare.
In addition, this scenario imposes unique punishments that are peculiar to the Soviet Union in the event of operational failure.
