Adds game rules for All Under Heaven.

Currently this adds game rules to disable the dynastic cycle and the silk road.

I made this mod as I didn’t like the fact you basically have to become China if you conquer it because of how the current Dynastic Cycle works. So I made this little mod that lets you turn it off. China can’t explode anymore but at least you can conquer it without getting a consolidation war on you every 10 years. The Hegemony of China can be created or recreated if you have enough land.

Fair warning I have no idea what this will break.
