[Addon] 20% Topography Penalty Reduction

Addon for Paracalico’s fantastic Mod “[v1.0.10] Road Remove Terrain Proximity Debuffs".

Reduces the topography penalty reduction from -100% to only -20%
That way Topography still feels very relevant, but 20% less punishing than Vanilla.
No other changes to the original mod. His River Vegetation bugfix for Vanilla still works.

Compatible with [v1.0.10] Road Remove Terrain Proximity Debuffs v1.1 (Update: December, 8th at 14:29h)
Compatible with Open Beta – 1.0.10 Hotfix 1 (05/12/25)
