Vassals do not switch primary culture
Stops AI non-tributary subjects from switching their primary culture.
Is enforcing culture kind of broken especially considering vassals never revolt? Maybe. Is having to re-enforce culture on them constantly until you get a solid majority a good counterbalance? Perhaps. But a very annoying one.
Right now the mod is kind of a cheat. Unless Paradox changes this in upcoming patches I’ll try to balance this myself by changing enforce culture into a flag that permanently raises liberty desire and disallows changing culture while it’s on.
