Historical Literacy Rates, Laws, and Tech
This mod adds more historical literacy rates to all of Italy, Austria, Japan, Spain, and Greece, along with accurate laws and institutional levels to many more countries like France and Portugal. Finally, it also adds accurate starting tech levels to many countries (for example, railroads to Spain and Italy). It is still incomplete, as there are problems regarding literacy rates of Venetia and Lombardy, however these will hopefully be fixed by me soon. Enjoy!
