Ningde
It’s Ningde, China. Plenty of water, flat land reclaimed from the sea over the years, and mountains. I was a little evil with the resources this time. They are all there, but not many near the border. The only non-water blue border access is in the northeast, where a medium customs house is waiting for you to finish the bridge to the mainland.
