Improved cost of court
The cost of court is one of the more annoying mechanics in EU5 and there is relatively little a player can do to interact with it. This mod does a bunch of little things in an attempt to improve this state of affairs.

Changes:
1.
The base cost of court modifier every nation gets has been halved from 10% to 5%. This makes sense in combination with the other changes.
2.
You no longer gain cost of court from your great power rank. This is because your great power rank is hard to directly interact with and is mostly a result of playing the game well, which should not be so harshly punished. However, to compensate, you now gain a slight amount of cost of court based on your country rank (kingdom, empire, etc).
3.
Added a slight cost of court reduction buff to the decentralized value slider. Why would the people care about the state of your court if central authority has little impact on their lives? This also ties arguably the most important slider to the cost of your court.
4.
You might notice all changes above reduce your cost of court from base game values. This is where that comes in. Many of your capital buildings now increase the cost of your court. For an example, a royal court now gives +3% cost of court. Most impacted buildings have also been slightly improved in order to make missing out on them more impactful.

What this all aims to do:
By tying the cost of court mechanic more directly to player action, mostly the building of buildings, I aim to make the mechanic more interactive and less frustrating. You can run an opulent court and benefit from the improved capital buildings or save significant amounts of money by running your nation from a nearby mcdonalds parking lot. Whats important is that you’re given a choice.
