All Weather Drill
Makes aquifer drills produce water during droughts and ignore badtides.
To preserve game balance, power consumption and water output are modified by a user-selectable amount.
Known issues:
Drills show the vanilla power requirement in the building preview, rather than the actual modded consumption.
If the game is saved and reloaded during a modded hazardous weather event, the flow rate will return to temperate levels for the remainder of the event.
