This event can fires if
"societal_value:belligerent vs conciliatory > -25"
and you have any subjects.
The event gives a modifier of -25 to all subjects.
and the modifier stacks.
and it keeps firing.
I currently have a -83 opinion modifier with all my subjects.
I hate this event.
