Pick 8 of your favorite tools to have on hand quickly.
Works with modded tools too!
Default circle key is [Q] but can be changed in game.
Hold Q and an options button should appear in the top left of your screen.
There you can change tools too.
Hold the circle key and release while aiming at the tool of your choice and release.
