Scaling Decree Cost (Revived)

When you have more than 10 states, the decree cost reduction will ensure that it always costs 500 authority to use a single decree on half of your states.
Note that this modifier has been coded to be multiplicative with other sources of decree cost reduction, however the modifier only updates on the monthly tick and on certain actions, so you might see unusually low decree costs temporarily after receiving another modifier for it.

This mod is initially provided as-is. I will only fix issues that are directly part of the mod functioning with the base game.
