No Interest Loans
Overview:
Makes all loans have 0% interest. Note that it may display that you have a negative interest rate with modifiers, but this is just a graphical bug, it will not actually go below 0.

Features:
- Set the base country loan interest rate to 0.
- Sets the max and minimum loan interest rate define to 0 (although this doesn’t actually seem to do anything?)
Compatibility:
- Not Ironman Compatible.
- Fully save game compatible.
- Only modifies the values for loan interest, so should be compatible with everything.
