No Missing Misions
Better mission availability for councilors. It should no longer be a problem to find the necessary missions, or to be unable to take your preferred councilor because they do not have the necessary missions.
Does not add all missions for all councilors. For example, Politicians always have the missions Protect Interests, Propaganda, Control Nation, and Turn Councilor.
