In Crusader Kings III, the hegemony level already exists and represents supreme political authority, used for unique entities such as China or the Roman Empire.
However, unlike duchies, kingdoms, and empires, it is not normally possible to create a custom hegemony.

This mod allows players to create custom hegemony titles, just as they can already create duchies, kingdoms, and empires, all through a single decision.
