Romani Culture
Note: This mod is not compatible with mods that change the setup files of the game.
The mod adds a custom Romani culture as well as custom units, advancements, buildings and so on. The mod was requested by a user on the EU5 discord who was annoyed that this culture was not represented in the game.
Do note the mod serves as a playground for learning EU5 modding. My goal is to add a bit of everything to the mod, such as situations, events and so on, which are currently missing.

12 custom tags
A new international organisation
The custom buildings include a foreign war camp and 4 foreign trade camps.
The camps debuff the province it is built in and gives the owner a part of the location tax base each month.
The custom units are OP, so use them sparingly or I may make them more expensive.
The custom advancements are mainly for the first ages.
The custom culture resulted in negative neighbour opinion, and as such I added an international organisation that includes all Romani tags.
If a member of the organisation is attacked by a foreign country all members will be called as a defender. Members cannot leave the organisation and countries cannot join the organisation. The organisation will automatically disband when there are fewer than 2 members, since being stuck alone in an international organisation you cannot leave is not fun. Glances at Georgia. The mod also includes a new bank, a horde tag, a republic, a monarchy and so on.
The mod is made in good fun, and may give some interesting, but quite easy, gameplay. The mod is not intended to be balanced when the new tags are piloted by the player, however while some of the custom buildings may look very good at first glance, the war camp, as an example barely gives a profit, as it can only be built in rural provinces. You can build it in gold provinces, but I could easily change that.
Note:
The mod has a few missing localizations, and minor changes to be made, but it is fully playable.
Changelog 1. Feb 2026:
Added alliances to Romani tags at game start to prevent day one wars without military access.
Added more locations to minor Romani tags to balance the game start slightly.
Added recently conquered cores to BYZ, BUL, and SER on Romani tag land to balance the game start slightly, in favour of BYZ, BUL and SER.
Removed locations from the Romani Horde tag to balance the game start slightly.
Swapped around locations for the bank tag making it profitable.
Increased the cost of advancements to default value, this value was set lower during testing.
Fixed an issue with the custom trade camp building line making. It is no longer possible to construct a small and medium trade camp in the same location.
Made Melnik a town at game start (Capital of the primary Roma tag).
Additional notes:
During testing the Romani tags do well in the first 10 to 20 years but always end up blowing up later in the game. This is intentional and is caused by increased antagonism from culture, language and societal values.
