Grant Admiralty
Allows you to grant admiralty to rulers, heirs, military interest group members, and agitators.
Conditions: Must be an adult. Must be a man, unless you have women’s suffrage.
Exactly like the grant command button functions currently in-game.

Known issues –
* Admirals, especially rulers, created this way will sometimes not be assigned to a fleet, having taken inspiration from Miklós Horthy.
I’m not sure how to fix this, also unsure if it causes any other issues.
For this reason AI should not be allowed to have rulers be admirals.
* May cause unforeseen bugs or lag as I’ve allowed AI to grant admiralty as well.
But only to military interest group members and agitators for now.
