Rescue civilians on your own ways.
Based on official outbreak scene.
1. The detected civilians will be control by player 1 and require manual refund.
2. Zombies now can also trigger the rescue marker.
3. Player 1 will get additional pararescue and MH-47. Others will get police forces.
4. The frequency of civilian events are increased.
5. The bonus of rescue are increased to encourage saving lives.
