Realpolitik: Laws & Institutions Refined
After reaching 500 hours in Victoria 3, I wanted a little more from the law system. While vanilla includes many playstyles and decent depth into each, too many laws and institutions have very set-and-forget characteristics, or don’t impact your society to the degree that is expected. In Realpolitik, around half of the lawgroups have been tweaked with extra modifiers and every institution, including their upkeep, have been rebalanced. The meta has shifted, and roleplaying potential should definitely be improved. As of the latest update there are two new institutions, and two new laws.
Recent Update
- Added the Civil Service institution for bureaucracy laws. We need more bureacracy to feed the bureaucratic state.
- Added the National Labor Service law for labor associations, massively reducing wages for extra manufacturing throughput and reduced military goods cost, available with Mass Propaganda. Fascists will love this, most others will be vehemently opposed.
- Compulsory Primary School now supplements the schools institution with +5% education access per level, for a 33% increase in bureaucracy cost. This law and Private Schools are no longer compatible. You should now more easily reach 90% literacy with this change, if you can afford it. Private schools are designed to be strong early, but you will eventually want to transition off them.
- Rebalanced the bureaucracy cost reductions, with most laws now -33% and -15% cheaper, instead of -40% and -20%. This should keep total bureaucracy costs overall similar to vanilla.
- Women’s rights laws are now realistic and a bit more thematic. You have more reason to liberalise these laws now, and the AI will try to do so as well.
- Reworked governing principles laws with increased movement attraction based on their theme.
- Lots and lots of rebalancing of late-game ideologies and movements. In particular, the fascist ideology is much more thorough.
- +1 company slot removed from Technocracy, added to Laisseiz-faire. Technocracy includes +15% gov admin and university throughput. +2 free corporate charters from Laisseiz-faire removed. Credit to The Greatest Dr McJenkins for the idea.
- Socialist laws such as Worker’s Protections and Old Age Pension will entrench the trade unions further.
- Corporate State + Authoritarian France now has a unique name and colour.
Main Additions
- Every law and institution that wasn’t already perfectly balanced by Paradox, or is simple in its definition, has been adjusted for better roleplaying potential. I’ve avoided touching the game’s economy apart from small buffs to the trade laws and changes to women’s rights.
- Added the new Corporate Unions Institution, which suppresses socialist movements and gives authority, while making pops more sensitive to SoL changes. CRE’s Party Unions law now uses the Corporate Unions institution!
- Added the new Ministry of Truth law, available with Mass Propaganda, acting as an alternative to Secret Police, where instead of clandestine intimidation, the state has taken the route of complete information suppression.
- Every institution group now includes a bureaucracy cost modifier, in line with schooling and healthcare. Applies to Internal Security, Welfare, Worker’s Protections, Colonial Affairs & Policing.
- Every "empty" law now has a modifier or two, though I kept these basic as to not ruin the game’s baseline. No Police has had the most rework for anarchism purposes. Why care about standard of living when you can commit crime?
Balance/Roleplay Considerations
- Depending on your choices, assimilation and conversation have been buffed across the board, with two laws giving the ability to assimilate pops in their homeland states.
- Boosted the acceptance from state religion for all laws except Total Separation by 5. Full Public Schools will return this to vanilla values, but religious schools will provide a notable buff. Provides a somewhat useful method to making Ethnostate less tragic for acceptance if you synergise it with religious conversion, and makes Religious Schools itself very viable.
- With the aim of providing an alternative to the mass migration/multiculturalism meta, Ethnostate, National Supremacy and Closed Borders include small buffs to birthrate. Border Controls as a whole is a much more impactful lawgroup.
- Authority is generally more available due to Internal Security, Border Controls, Bureaucracy, Policing and Worker’s Associations buffs. Authority gain from Governing Principles, Outlawed Dissent and Church and State laws have been nerfed to compensate.
- The Armed Forces now prefer Public Health and Public Schools with their loyalist ideology. The PB now have a preference for Private Health, and the Trade Unions now prefer No Colonial Affairs, allowing you to retrieve that +10 Acceptance from Homeland if you’ve fully industrialised.
- Policing institution levels are now gained from technologies, allowing you to max out Local Police. Militarized Police is available earlier with Central Planning.
- Total Separation no longer blocks conversion, although it is much slower. Total Separation + full Religious Schools will actually cancel this out.
- Nerfed minimum wage target slightly on every applicable law. I found myself hard-avoiding these laws as, practically speaking, minimum wage sucks for productivity and SoL craters pop growth.
Compatibility
- This mod has been designed with Shocks to the System and Council Republics Expanded as a base, and requires them with in-built compatibility. Just make sure to load Realpolitik last or all the ideologies will be messed up and the new laws will be inaccessible.
- Do not combine with any mods that modify or add new laws, or where any ideologies are affected.
- Any mod that changes the ideologies or pop weights for Armed Forces and PB will not be compatible.
Future Plans
- Amendments, amendments, amendments. If you have ideas on amendments that can be improved or added let me know. I have already changed the religious workhouses amendment to make it worth taking.
