Added 25 buildings that can only be built in cities, unlocked by 5 advances, 1 in renaissance, 3 in discovery, 1 in reformation. 1 extra government reform can be unlocked alongside the buildings. For balance reasons, none of the buildings can be built by ai countries or estates. Also, in game auto construction should never build them.

* City Industry Specializations: Make certain type of goods to have up to +50% output in the city, while all other production buildings suffer a -100% production efficiency. They are mutually exclusive.
* City Autonomous Council and Construction Overseer Committee: Sacrifice local control for strong buffs, costs stability to remove.
* City RGO Expansions: Spent 5 years for buffs to local RGO productions, can be stacked up to 5 times.
* Government Branch Buildings: A limited number, high cost, high maintenance capital buildings that have very strong buffs to your nation. Also comes with heavy downsides when activated and cost a lot of stability to remove. They can be locked and it is not recommended to have them turned on all the time. There are 15 government branches, 5 for each era, and a total of 4 such buildings are allowed when all the advances are researched. The government Reform adds another 2.
