黄巾兵种182与190/194/200互通(Yellow Turban 182 and 190+ share units)

add watchman of the peace into 182(can be unlocked with the chosen of land)
本mod同时还给一些科技加了额外buff，不用担心很超模，实际上科技全开时190的buff比182弱不少，这里只是把二者差值加了一部分进去。
This mod also give some additional bonuses to some tech to make up for the bonus difference between 182 and 190+.(Compared to the original Chinese text, it is more concise)

人慈：公共秩序+3 新募部曲等级+1；
地俭：腐败-10%（因为称帝以后三公将军就没了所以补偿一点buff）
Heaven’s Humility: +1 assignment slot
The People’s Compassion: +3 public order for faction, +1 unit rank new recruits
The Land’s Frugality: -10% corruption
Once you become emperor, lord of heaven/land/people will disappear, so I give more bouns to compensate.

现在182也能招190的兵种了，具体科技位置进游戏看吧
接下来说点其他的小改动：
1、原本CA没把黄巾的3老农算进农人部队，我给加进去了
2、原本CA没在科技里写明会解锁黄巾的哪些特殊差事，我加上了说明
3、原本CA没在科技里写明哪些会解锁三公将军，我加上了说明，当然实际上你可以把鼠标直接放在三个官职的方框里也能看到所需科技
4、把182原本的一些兵种解锁所需科技做了调整使得看起来作用不那么迷惑
5、尝试给几个最顶级的科技加上了延缓热忱衰减的效果，全部加起来甚至还能回升，如果你的另外俩兄弟也点了那应该不会衰减甚至最后会回升
测试发现：每一位张氏兄弟-7实际上是三个人的派系效果各自有一个-7效果而不是只有你有这个效果然后-7*3
因为CA设置问题我不知道怎么改，所以现在科技效果文本显示的是“每一位张氏兄弟造成热忱-x”，但实际上左侧显示的是buff的绿色图标而不是debuff的红色图标，所以理解成“每个点了此科技的张氏兄弟提供热忱衰减减少x点”吧。
Yellow Turban 182 can recruit 190 unit for now, Low power, so I give up to list.
Other alter:
1. CA didn’t add peasant warriors/archers/spearmen to peasant_units, I did it.
2. CA didn’t mention that some tech can unlock the same name assignment, I did it.
3. CA didn’t mention that T5 tech can unlock lord of heaven/land/people in the technology tree interface, I did it.
4. I adjusted some tech required to unlock units in 182.
5. I give some top technology an experimental effect, which can reduce the loses of faction resource per turn for three Zhang. If your brother light it too, maybe faction resource can increase without doing anything.
