When u develop a province u increase the infra in the prov, which then raises development over time.
Clicking the button costs u points, but u get them back to then choose how to spend them.

This mod aims at creating a more dynamic eu4 world to play in.
Addressing balance issues and gameplay it seeks to:
-improve the map
-improve development balance between regions
-give the player more options
-make it harder to blob without end
-make the improvement of the controlled parts of land a key part of game
Autonomy system:
The mod has its unique autonomy system which determines the autonomy of each prov in the game.
Autonomy is increased by :
-Number of provs
-Government Form
-Unaccepted cultures or cultures from same culture group
-Corruption
Autonomy is decreased by:
-Government Rank
-Ideas, Policies
-Buildings, Decisions
-States, capital state, capital
Autonomy is affected by :
-Tolerance
Development system:
The mod has its unique development system where provs are increased development wise via institutions.
The institutions raise and decrease development, sieges, blockades, occupation, bankruptcy or curruption lower development, while in good times development goes up.
