Have you ever noticed that in Victoria 3, migrants move across the world but their cultures never truly adapt to their new societies?
For example, twenty different Indian cultures may migrate to Canada, yet they never develop into something new that reflects their new linguistic environment.
Diaspora Cultures introduces a simple system to represent migrant communities that keep their heritage while adapting to the language of their new home.
How It Works

Any POP that:
• is not living in its homeland
• and does not belong to the country’s primary culture
will convert into a Diaspora Culture during a yearly check.
Diaspora cultures represent populations that remain tied to their heritage but integrate linguistically into their new society.
The normal Vanilla assimilation of pops into the primary culture still happens unchanged. This may speed up that process under certain laws that put more emphasis on shared language.
Diaspora cultures:
• retain their original Heritage trait
• adopt a Language trait matching the primary culture’s language group
This means migrants may learn the local language, but they do not suddenly change their ethnicity overnight.
To put it simply: if Robert Downey Jr. travelled to Africa, he might learn the local language, but he would not suddenly change his ethnicity like in Tropic Thunder.
Game Rule Options
The mod includes a game rule that controls how POP conversion is handled.
Instant Conversion (Performance Mode)
All eligible POPs are converted immediately. This significantly improves performance and is recommended for larger saves or late-game campaigns.
Gradual Conversion (Immersion Mode)
POPs convert gradually based on a percentage chance each year. This creates a more organic feeling system but is slightly heavier on performance.
Behind the Scenes
To support this system, a large pool of possible Diaspora cultures was generated ahead of time.
Using code generation outside the mod, the game’s files were parsed to create permutations of all Heritage groups × all Language families, resulting in roughly 1000 potential Diaspora cultures that the mod can use.
This does not mean all of them will appear in your game.
Only the combinations that are actually needed will ever be used, and each of these cultures will tend to aggregate multiple migrant POPs into the same group over time.
Because of this, the large pool of possible cultures is not a performance concern.
