Mare Liberum
Harbors with at least +4 base adjacency bonus grant an equal Gold bonus to the city’s VOC (up to +8). Culture Bomb adjacent tiles when completing a Harbor or VOC. A city that has both a Harbor and a VOC gains +1 Trade Route capacity. Each Harbor and VOC building in the origin city grants +3 Gold to international Trade Routes.

VOC
A district unique to the Netherlands specializing in finance and trade that replaces the Commercial Hub. When a Bank in this district is constructed, it triggers the Eureka for Economics, if the Eureka is already triggered, it instead unlocks Economics, if Economics is already unlocked, it instantly builds a Stock Exchange in the district.

Polder
Each Polder provides +20% Production towards Dams and Flood Barriers in this city. Must be placed on a Coast or Lake tile adjacent to 2 or more passable land tiles.

The Netherlands now has a Tier 1 coastal and Fish spawn bias.

Your Trade Routes to your own cities provide +2 Loyalty per turn for the starting city; Trade Routes to foreign cities or from foreign cities provide +2 Culture to you; each Trader provides +1 Diplomatic Favor; During an Emergency, these bonuses are tripled and your Trade Routes cannot be plundered.

Royal Netherlands Marine Corps
Wilhelmina unique Modern era unit that replaces Infantry. It gains additional amphibious ability. +10 Combat Strength when adjacent to a River. Can build a Dutch Waterline.

Dutch Waterline
Unlocks the Royal Netherlands Marine Corps or Military Engineer ability to construct a Dutch Waterline, unique to Wilhelmina.
Occupying unit receives +4 Defense Strength, and automatically gains 2 turns of fortification. +1 Production for every adjacent Dutch Water Line or Dam. Cannot be destroyed by natural disasters.
Deals significant damage to and depletes the movement of hostile units walking onto this tile.
If a Dutch Water Line has been constructed, civilizations that are at war with you receive +100% unit damage from Floods in your territory.
Must be built next to a River.
