Changes:
1) AI changes
-A) Makes the AI want to build balanced compositions for it’s troops and ships (1 cannon per infantry, 1 capital per escort)
-B) Makes the AI want to have 1/4 of GDP as construction and changed the value of the AI to focus more on economic growth (seen most players run this rate.)
2) Infamy Less Complicated (Infamy scales against the targets rank. Full infamy to taking from GPs, less as you go down the ranks)
3) Taxes and State wages reworked with scaling changes for increasing and decreasing. (-40%/-4, -20%/-2, 0, +10%/+1, +20%/+2) is the current scales
-A) Tax sliders are now scaled making expected SoL more forgiving on lowering taxes, but more painful on raising them. The modifiers for political movements and IG attraction is removed. (Lowest +100%, Low +100%, High +33%, Highest +50%)
-B) Government Wages now scale Intell Approval, PB Approval, Innovation, and Bureaucracy
-C) Military Wages now scale AF Approval, Training Rate, Conscription Rate, Moral Recovery, Unit Recovery, and Mobilization Speed
4) Unspent Authority now gives state construction bonus up to 10%, overspending takes away from that to a max of -20%
5) Surplus Admin now increases government dividends eff up to 25% more at max.
6) Power blocs are no longer limited by the number of members or position rank (If you can generate the mandate, you get the buff)
7) Railroaded Events fire on more specific conditions:
-A) France Provisional Government needs Grain prices to be high
-B) American Civil War only triggers the death war if key southern states are rebelling
8) Demand Balances
-A) Bengali no longer has obsession of fruit to slow India fruit maxing
-B) Weights for wine needs increased to be competitive with its peers
9) Law Balances and Fixes
-A) Technocracy no longer gives a company and charter. It now gives 200 authority. (Because it was OP!)
-B) Traditionalism Not As Opressive: Removed the MAPI, Aristocrat, and Clergy Debuffs. Private Construction is now 75% instead of 25%.
-C) Laissez Faire and Cooperative Ownership have reduced government dividends reinvestment from 100% to 25%
10) Interest Rates Reworked for each rank level:
-Great:-25%
-Major: 0%
-Minor: +25%
-U Major: +25%
-U Minor: +50%
-Unrec: +75%
