Total Levy Combat Overhaul
In vanilla, levy combat efficiency double dips. It penalizes levies with a damage malus and simultaneously gives regulars a damage bonus against them, but also doesn’t apply those stats to levy vs levy fights. The result is that levies melt only on contact with regulars in ways that are disproportionate and hard to predict. This mod nullifies levy combat efficiency entirely and replaces it with a straightforward static discipline penalty that applies to all levies at all times.
Levy combat efficiency as a modifier is neutralized. Every nation receives a baseline advance that maxes it out, so the hardcoded damage formula no longer creates any disparity between levy and regular units. Instead, levies carry a heavier discipline penalty than vanilla. They are worse than regulars because they lack training and cohesion, not because the combat engine is doubling the math against them.
Every source of levy combat efficiency in the game, across estates, privileges, laws, reforms, religions, and societal values, has been replaced with global discipline and morale. Levies are now more useful and fights are more predictable.

Every source of levy combat efficiency has been replaced with discipline and morale:
- Per 10% levy combat efficiency: +2.5% discipline, +5% morale
- Per 5% levy combat efficiency: +2.5% discipline
- Nobles Estate high power: +100% levy combat efficiency replaced with +25% discipline at 100% estate power
- Commoners Estate high power: New +50% land morale bonus at 100% estate power added to commoners instead of nobles to avoid making nobles totally OP.
New baseline advance: The Nature of War
- Granted to all nations at game start and to any new nations on their first month tick
- Sets levy combat efficiency to +100%, neutralizing the hardcoded double dip
