Governorate as Subject Type
This mod introduces a new subject type: The Governorate.
It is intended to represent a region of your country with a dedicated administration but very limited diplomatic and military autonomy. It is available for republics, theocracies and monarchies.
They are intended as an alternative to the local governor building and the "increase control" cabinet action, that might feel a little ‘magical’ by making better use of the existing mechanics. Furthermore It is more flexible as you can draw the borders of the governorate.
You can only create Governorates from your core provinces and their capital’s distance to you capital heavily influences their loyalty. If they become illoyal you get an event that lets you choose between annexing and changing to vassal status.
To prevent Governorate spam to become overpowered, Governorates only have one cabinet seat as base value and they reduce the overlord’s cabinet size by one (Imagine one member of cabinet is appointed as the governor.)
The governorate pays money, sailors and manpower to the overlord. The overlord can build manpower and port building as foreign building in the governorate that give sailors and manpower directly to the overlord, and cannot be removed or closed by the governorate. To build them use eg. "Barracks (foreign, builder)" this is required because of a workaround described here: https://steamcommunity.com/sharedfiles/filedetails/?id=3610028078 (feature 6), thanks to pickle, Conner and miraad to figuring out this workaround) Once completed, Barracks (foreign, builder) will be replaced by the true Barracks (foreign).
You can move the Governorate’s capital and replace the Governor. Allowed estates for the governor depend on your government type.
While the idea of the mod is to replace the local governor building and the "increase control" cabinet action by this subject type, they have not been removed yet because I don’t know how the AI would react to that.
This mod has not been tested extensively. I do not know how the AI deals with new subject types.
